Because the old card is still attached to an Azure billing account/subscription, it must first be detached or the related subscription canceled before the payment method can be removed.

Use the following approach depending on the Azure billing setup.

    1. Try to delete the card from Azure billing
    2. Sign in to the Azure portal at https://portal.azure.com with the account that originally created the Azure subscription.
    3. Go to Cost Management + Billing.
    4. If prompted, select the correct billing scope.
    5. For a Microsoft Customer Agreement billing account:
      • Select Billing profiles.
      • Select the billing profile that uses the old card.
      • Select Payment methods.
      • Under Your Credit Cards, select the ellipsis (...) next to the old card and choose Delete.
      • If Azure shows that the payment method is in use, follow the detach/replace guidance below.

If the payment method is not in use, it can be deleted directly. If it is still in use, continue with step 2.

    1. Replace the card as default payment method If the card is still the default payment method for a subscription or billing profile, replace it with a different card first.

For subscriptions using pay‑as‑you‑go (Microsoft Online Subscription Program):

    1. In Cost Management + Billing, select the affected subscription.
    2. Select Payment methods.
    3. Select Replace next to the current card.
    4. Choose another saved card or add a new one, then complete the flow.
    5. After replacement, return to Payment methods at the billing profile level and delete the old card using the ellipsis (...) → Delete.

For Microsoft Customer Agreement billing profiles:

    1. In Cost Management + Billing, select Billing profiles → the relevant profile.
    2. Select Payment methods.
    3. Add a new card and select Make this my default payment method.
    4. After the new card is the default, use the ellipsis (...) on the old card and select Delete.
    5. If the Azure subscription is expired or no longer needed If the subscription tied to the old card is expired and not needed anymore, cancel it so the card can be removed:
    6. In Cost Management + Billing, go to Products + servicesAll billing subscriptions or Azure Subscriptions.
    7. Select the expired/unused subscription and cancel it.
    8. After cancellation completes and the subscription is no longer using the card, go back to Billing profilesPayment methods and delete the card via the ellipsis (...) → Delete.

If the subscription type does not support removing the payment method directly (for example, some legacy or partner/enterprise agreements), the documented behavior is that the subscription must be canceled to remove the associated payment method.

If deletion is still blocked after replacing/canceling, it usually means the card is still the default for at least one billing profile or there is an outstanding balance. In that case, ensure all balances are cleared and all billing profiles use a different default payment method, then try deletion again.
