Thank you for reaching us regarding the issue that Azure Communication Services (ACS), the "subscription is not eligible" error during 10DLC brand registration typically occurs when the Azure subscription does not meet the required eligibility criteria for US local numbers with SMS capabilities.

Eligibility Requirements:
Paid Subscription Required: You must use a paid Azure subscription. Free credits, trials, sponsorships, or credit-only setups are not eligible for phone number acquisition or 10DLC registration.

1. Eligible Agreement Types for Local (10DLC) numbers:
   • Modern Customer Agreement (Field and Customer Led)
   • Modern Partner Agreement (CSP)
   • Enterprise Agreement
   • Pay-As-You-Go
2. Billing Location (Sold-To Address): For 10DLC SMS on US local numbers, the Azure subscription's billing location must be in the United States (excluding Puerto Rico) or Canada. This is a regulatory/carrier requirement.

Steps:

• Go to your ACS resource in the Azure portal.
• Under Telephony and SMS > Regulatory Documents > Add.
• Select United States > Local > Brand and complete the wizard.
• After brand approval (2–3 business days), register the Campaign.

Important Notes from Docs:

• Brand registration must be approved before campaign registration and full SMS enablement on 10DLC numbers.
• Local US numbers support SMS only via 10DLC (toll-free has a separate verification process).
• Provide accurate, complete information to avoid rejection

Troubleshooting steps:

• Verify your subscription details in the Azure portal (Subscription > Properties or Cost Management + Billing) for paid status and billing address.
• Ensure you're following the exact flow: Regulatory Documents > Add > United States > Local > Brand.

no, not resolved, thanks for checking back. my subscription/billing are US based. I believe I am pay-as-you-go but after trying for a few hours to figure out my agreement type, I have been unable to confirm my agreement type. Can you guide me how to figure that out?
