The problem is that I cannot set the users or groups after adding the custom security.

There are possibilities on number of users limitation for SSRS. There is a limit on the number of users we can give permissions to a catalog - it stops letting you add users to a catalog at 1,820 users.

    Hi @PATRICK WONG ZHEN HONG

Has your issue been solved,if not, please provide more details about the error .You can go into the folder\Microsoft SQL Server\<SQL Server Instance>\Reporting Services\LogFiles, to open the log file ReportServerService_<timestamp>.log which is created recently, verify the error message in it, you can use keyword ‘error’ or ‘exception’ to address the relevant error message.

    Hi @PATRICK WONG ZHEN HONG
Can you show me your error message in error log? I'm guessing it might be a domain issue. Please confirm that your computer is under the same domain and the specified domain name and username are correct. You can try restarting the report server to resolve the problem.
For more details, you can refer to this link: https://social.msdn.microsoft.com/Forums/sqlserver/en-US/3bc53837-1a6d-4261-950c-752d434a2dd5/cannot-add-domainusergroup-to-sql-server-reporting-services-role-assignment-rsunkownusername?forum=sqlreportingservices

Hi @PATRICK WONG ZHEN HONG ,
The error message prompts you to check the error log. Please check the detailed error message in the log files. The default path is: C:\Program Files\Microsoft SQL Server Reporting Services\SSRS\LogFiles.
    Best Regards,
    Joy
