If you have set your power plan to Balanced, that is normal for the processor clock speed to increase and decrease depending on what actions you are performing.

To rule out system corruption as the cause of the system crashes, open the Settings App.

    Go to System - Recovery.

Click the 'Reinstall Now' button in the 'Fix problems with Windows Updates' section and wait for that process to complete.

This process should fix any corruption in Windows and will not affect your files, settings or installed apps.

Your dump file data indicates that it is the device driver on your AMD graphics card and the Chipset driver that is causing the system to crash

    1

Completely remove the current AMD graphics driver using the widely available free DDU utility, then restart your PC and go to the AMD website to download and install a couple of slightly older versions of the AMD graphics driver to try to find a version that is stable on your system.

    2

Go to the support page for your PC or Motherboard on the manufacturers website, then from there, download and install the version of Chipset drivers they recommend.
