Can't add Touch ID as a sign-in method

I'm using school account. I'm trying to add Touch ID as a sign-in method, but the system says 'Passkey not registered - This might be due to a timeout, a canceled request or a private browsing window.' even though I tapped the Touch ID sensor right away using standard browser. How can I add Touch ID as a sign-in method?

    With school or organization accounts, Touch ID passkeys often fail because the administrator has disabled passkey registration in Microsoft Entra ID (Azure AD) or because the device is managed with restrictions.

    The most common causes for school accounts are like i said Passkeys are disabled by your organization, your device is managed with policies that block WebAuthn/Touch ID or browser security settings prevent passkey creation.

    I suggest reaching out to your school admin for getting information on this matter
