Microsoft Teams, channels not giving popup notifications

After resent Microsoft Teams issues we have an issue regarding our users not receiving notifications from Teams.

When users post in a channel the channel only gets marked with bold letters.
No popup is appearing or any other indication in the activity bar that there has been a new post.

I have checked the notification settings and it seems like every channel is set to "notifications Off" for all users.

This has not been an issue before. So is this a change Microsoft has made or can i globally change the setting?
