    Double-click on:

    C:\Program Files (x86)\Microsoft\Edge\Application\msedge.exe

    Does Microsoft Edge open? If it does, then Microsoft Edge works fine. All you need to do is fix the Start menu shortcut.

    Sorry that I can't help with Outlook, because I don't know what version of Outlook you have.
