Mac Legacy Outlook When reply or forward mail, doesn't display the original e-mails

I'm using Mac Legacy Outlook Version 16.110 (26061317), when I reply or forward mail, it never shows the original e-mails. I try to change all the settings it doesn't work. When I turn to New Outlook, this issue can be fixed, but I need to stay with legacy outlook for work.
