How can I get Loop with Copilot and notebooks?

I upgraded to premium. Copilot told me I can use Loop with Copilot and notebooks. I have nothing of this cervises. I have wasted my time moving my files to Loop, and Copilot is constantly misleading and lying to me about Microsoft services. How can I get Loop with Copilot and notebooks?
