Please try signing out and back into Microsoft Family Safety, testing in an InPrivate/Incognito browser, and checking whether each family member is already part of another family group. Also make sure each person uses their own Windows profile and that there is no Verify or Sign in again prompt under Settings > Accounts > Your info.
If the same Trace ID continues to appear after these steps, the Trace ID is mainly useful for Microsoft Support because community users cannot look up server-side logs from it.
