SubscriptionExceededMaxDomainLimit when purchasing App Service Domain after upgrading from free trial to Pay-As-You-Go

I recently upgraded my Azure subscription from free trial to Pay-As-You-Go. I am now trying to register

a domain (bmszeno.com) via App Service Domains, but the purchase is being blocked with the following

error:

"The subscription Microsoft.Web.Hosting.Administration.Csm.Common.Domains.Models.SubscriptionModel is

not eligible to create an App Service Domain."

Error code: SubscriptionExceededMaxDomainLimit

I have confirmed the following:

Subscription state: Enabled
Quota ID: PayAsYouGo_2014-09-01
Spending limit: Off
Microsoft.DomainRegistration resource provider: Registered

The issue persists both through the Azure portal and via ARM template deployment. I have tried multiple

times over the past 24+ hours.

You are receiving the error: "The subscription ... is not eligible to create an App Service Domain." Error code: SubscriptionExceededMaxDomainLimitThis occurs even though your subscription is now Pay-As-You-Go, enabled, with spending limit off, and the Microsoft.DomainRegistration provider registered.

Free trial and credit-based subscriptions are not eligible to purchase App Service Domains. Even after upgrading to Pay-As-You-Go, newly converted subscriptions often remain restricted for a period due to backend billing validation and history checks.

Next Steps:

Confirm your subscription is fully converted to a pay-per-use (Pay-As-You-Go) type with a verified credit card attached and spending limit disabled.

Ensure the App Service plan associated with the domain purchase is a paid tier (not Free/F1).

Retry the domain purchase after verifying the above.

If above doesn't works, opening a support ticket for eligibility or quota-related blocks that persist after upgrade. Include your tracking IDs for faster resolution. Support can review and manually clear the hold in many cases.

To confirm prerequisites are fully met:

Subscription is Pay-As-You-Go with a verified credit card attached

App Service plan is on a paid tier (B1), not F1

Microsoft.DomainRegistration provider is registered

No existing domains on the subscription

I have retried multiple times over 72+ hours with the same result every time.

Regarding opening a support ticket: our subscription does not include a paid support plan, so every attempt to create a ticket redirects to documentation rather than allowing ticket submission. This leaves us with no escalation path despite this being a platform-side eligibility block that only Microsoft can remove.

As a workaround we will proceed with an external registrar. However, I'd like to flag that for newly converted Pay-As-You-Go subscriptions, there appears to be no self-service resolution and no accessible support path — which is a significant gap worth addressing in the documentation or onboarding experience.

If a Microsoft employee can review subscription d516f370-1c68-4553-b8cb-f44d27367826 and remove the domain registration hold, that would still be appreciated.

Azure provides unlimited support for subscription management, which includes billing, quota adjustments, and subscription eligibility issues. This is available to all Azure customers at no cost, even without a paid support plan.

Sign in to the Help + support - Microsoft Azure

Click on Create support request.

Enter quota in the box and click on 'Go'.

Search for Quota type: Select Service and Subscription Limits(Quotas)

Then click on Create a support request.

I think the subscription is just hitting the AppServiceDomain purchase restriction after moving from Free Trial to Pay‑As‑You‑Go, and the only actions are checking All resources → Microsoft.DomainRegistration/domains and asking Support → Quota to enable domain purchase.

The referenced error message means Azure has blocked domain registration for that subscription because it has hit the per-subscription domain-registration limit or a fraud-prevention hold applied during subscription conversion. This is not something you can fix from the portal — you must either use another subscription / external registrar or open an Azure support request to remove the hold or raise the domain limit.

Check whether any App Service Domains already exist in the subscription (Portal -> All resources filter by type Microsoft.DomainRegistration/domains) or with Azure CLI:

az resource list --resource-type "Microsoft.DomainRegistration/domains" --subscription 
<your-subscription-id>

If unused domains are present, delete them; otherwise proceed to support.
Create an Azure support request:
- Support -> New support request -> Issue type: "Quota" / "Subscriptions and billing" (or "Other")

Include the error text, error code SubscriptionExceededMaxDomainLimit, your subscription id, and the failed deployment tracking IDs you listed.
Ask support to remove the domain-registration hold or increase the per-subscription domain-registration limit for your subscription after the conversion from Trial.

Workarounds while waiting for support:
- Register the domain with another registrar and then add it to your App Service by configuring DNS records.
  - Use another Azure subscription that does not have the hold.
Newly converted/trial subscriptions are commonly subject to automated limits/fraud-prevention for domain purchases; support must remove those holds.

Provide the tracking IDs and timestamps to support to speed resolution.
