Assistance Needed - Volume Licensing Access Issue

Hi,

We previously had access to download Windows OS ISOs through the Microsoft Volume Licensing Service Center (VLSC). Even for our recently purchased Windows 2025 license, I was able to download it a couple of months ago.

However, when I now access the previous VLSC portal, it states that the Volume Licensing Service Center (VLSC) has been retired. I followed the instructions to access our licenses through the Microsoft portal, where other product licenses are visible, but I’m unable to find the list of our previous Windows OS licenses.

Could you please assist? We need to build new systems that require the Windows OS installation files.

Dear Weni,

We appreciate your diligence in following the updated instructions and are here to help ensure you can access the installation files needed to build new systems.

With the retirement of VLSC, all volume licensing downloads—including Windows OS ISOs—are now available through the Microsoft 365 admin center:

Go to Microsoft 365 Admin Center – VL Downloads

Sign in with your organization’s account

Navigate to Billing > Licenses > Volume Licensing Downloads

To access downloads:

You must have either the VL Administrator or Product Download Manager role

Your account must be associated with the correct License ID for the Windows OS products

If you don’t see the Windows OS licenses:

Confirm that your account has the correct role assigned

Check that the license ID is linked to your organization’s profile

Contact your licensing partner or Microsoft support to verify license entitlement

a) ISO files are available for both current and past purchases, provided the license is still active

b) You may need a valid product key to install or activate the downloaded ISO

c) For evaluation versions of Windows Server 2025, you can also visit the Microsoft Evaluation Center

    Hope you are doing well.

    I’m following up regarding the previously reported access issue with our VLSC account that you helped resolve previously — thank you again for your assistance.

    Unfortunately, we are currently unable to access the account again, and we also cannot see all the relevant licenses under our company profile.

    Could you please help us get the access reinstated?
